Falcons (4-0) shock Panthers with late rally

Bryant kicks game-winning FG after Ryan, White hook up on 59-yard bomb

ATLANTA - Matt Ryan took an awful beating.

Another win for the Atlanta Falcons will make the pain a lot easier to take.

Shaking off a career-high seven sacks, Ryan completed a 59-yard pass to Roddy White with about a minute remaining, setting up Matt Bryant's 40-yard field goal that kept the Falcons perfect on the season with a wild 30-28 victory over the Carolina Panthers on Sunday.

After squandering a 24-14 lead in the second half, the Falcons (4-0) needed a crucial fumble by Cam Newton to even have a chance - and they still faced long odds when the Panthers downed a punt at the Atlanta 1 with 1:09 remaining.

Ryan had no timeouts and surely some doubt about how much time his beleaguered offensive line would give him. But he dropped back about as far as he could, threw it about as far as he could, and relied on White to go up and make the catch.

He did, between two defenders.

Bryant's kick won it with 5 seconds remaining.

"We made the plays when we needed to," said Ryan, who passed for 369 yards and three touchdowns. "That's what you need to do week to week in this league."

The Falcons (4-0) are off to their best start since 2004, when they reached the NFC championship game.

This was their stiffest challenge yet.

"That was exciting. Whew!" said coach Mike Smith, finally able to exhale. "Every time it looked bleak, every time it looked like we didn't have a chance, we were able to overcome it."

Newton threw two touchdown passes and ran for another score. But he let the ball slip away when it looked as though he had clinched the victory for the Panthers (1-3).

"You have to protect the football," Newton said. "That was a key focus going into this game, and I fumbled. There's a lot of guys that are trusting the ball carrier, and I was the ball carrier that particular play to get the job done. And I dropped the ball."

On third-and-2 at the Atlanta 46, Newton took the snap and bulled his way over the left side, his body surging across the spot needed for the first down. On the sideline, several of the Panthers broke into a celebration.

But John Abraham knocked it loose, the ball squirting backward. Fullback Mike Tolbert covered it for Carolina at the 45 - 1 yard shy of a first down. After attempting unsuccessfully to draw the Falcons offside, the Panthers punted it away.

Ryan and White took advantage of another chance.

"I threw it high and far to the spot we talk about," Ryan said. "Roddy went up and made a great catch. When you're in that situation late in the game, that's what you have to do."

White was sandwiched between cornerback Josh Norman and safety Haruki Nakamura, but managed to leap over both of them to bring down the pass at the Carolina 40. A pass interference call and two short completions made things easier for Bryant, who had already connected from 41 and 33 yards to improve to 8 for 8 on the season.

Make it 9 for 9.

The kick was straight down the middle.

With Julio Jones hindered by an injured right hand, White came up with a huge game for the Falcons. He had eight catches for 169 yards, including a pair of touchdowns. But his biggest catch was the final one.

"Matt told me he was going to throw it up there. Just make a play," White said. "Not for one second did we think we were going to lose the game."

Ryan credited his offensive line on the final drive, even though they struggled most of the day to keep him upright against Charles Johnson and the rest of the Panthers defense.

Johnson spent so much time in the backfield he should've worn an Atlanta jersey, finishing with 3 1/2 sacks. Ryan was hit nine times after throwing and hurried on eight other attempts.

"The offensive line did a great job," Ryan said, all evidence to the contrary. "If you're going to throw the football that far down the field, you need some time. The guys did a great job of pass protection, giving us time to throw it down there."

Newton's fumble ruined what had been a stellar performance. He threw for 215 yards, including a 17-yard touchdown to Greg Olsen early in the game, then a 36-yard scoring play to Kealoha Pilares that put the Panthers ahead 28-24 with 7:55 remaining.

Newton also ran for 86 yards on nine carries, bulling his way into the end zone from 4 yards late in the third quarter.

The Panthers played much better than they did in their last outing, a 36-7 home loss to the New York Giants, but it wasn't enough to prevent them from sliding a daunting three games behind Atlanta in the NFC South.

"I want to apologize to my teammates and the fans that were watching out there," Newton said. "Everybody was doing their job. I clearly had the first down, but I've just got to hold onto the football."

Ryan also connected on a 60-yard touchdown with Michael Turner, who took a screen pass right about the line of scrimmage and zigzagged down the field for the first scoring reception of his nine-year career.

DeAngelo Williams scored Carolina's other TD on a 13-yard run.

Notes: The Falcons failed to score a TD on their opening possession for the first time this season, going three-and-out. Also, it was the first time the Panthers did not allow a touchdown on their opponent's opening drive. ... Crisis Loans and Community Care Grants are being replaced

Residents and stakeholders have a chance to air their views on a replacement scheme for Crisis Loans and Community Care Grants which are being abolished from April next year.

Local authorities have to design and implement their own schemes from 1 April next year after the government announced plans to overhaul the system.

The government has announced a provisional budget for Brighton & Hove of ?630,000. In 2010/11, more than a million pounds was spent on Community Care Grants and Crisis Loans in this city. This means the council is handling a budget that is approximately 40% less than it was two years ago.??

The council is consulting on how best to design a local service for Brighton & Hove that meets similar needs to those currently provided and prioritises the most vulnerable. This includes:

to meet short term needs in the event of a crisis or emergency
to support vulnerable people to remain in, or return to, the community, and
to ease exceptional pressure upon families

The aim is to offer a service that makes the money available to help as many people as widely as we can, throughout the year.

The council is considering basing a local scheme on the following foundations:

To allow people to return to or remain in the community without the need for extra care
To support the most vulnerable in urgent situations through signposting to appropriate support services, advice, or through provision and access to goods
To use the funds in the short term in order to prevent further and higher impacts on other service budgets in the city
To engage individuals with appropriate support services, where needed, to help identify underlying causes for needing assistance
To meet standing statutory duties under Homeless, Equalities, Human Rights Act and Child Protection legislation

The council would like to hear from residents and stakeholders about their priorities for the new scheme. The consultation is open for four weeks and closes on Wednesday?24 October.

Goal Setting in Estate Planning for Farmers and Ranchers | NBI CLE ...

This is the first introductory glimpse at the materials for our upcoming ?Estate Planning for Farmers and Ranchers? CLE webcast to be held next week (October 3rd).

Providing a good plan to clients requires the correct balance of listening to what they are saying, hearing what they are not saying, and understanding what they should be talking about.? That is to say, counseling a client who owns a farm or ranch means respecting each client as a unique planning opportunity while keeping in mind the planning concerns that are generally applicable to farmers and ranchers.

Counseling the Client

Goal setting can be the most complicated part of the planning process, and if this step is not completed comprehensively, then all the legal techniques in the world are not going to allow the plan to execute properly because the plan is not oing to fit the client.? You need to know what it is that you as the attorney are being asked to ?solve.?

On the most basic level, the counselor role is defined by the professional rules of conduct that apply to attorneys.? These may differ in minor ways from state to state, but the general premises are universally applicable. (In Wisconsin, these rules are found in Wisconsin Supreme Court Rules Chapter 20: Rules of Professional Conduct for Attorneys.)? The first question is, who is your client?? The ansewr to this question is essential to practicing within the applicable ethical requirements.? ?The client? is whose interests you are representing, and the person whose voice should be carrying the most weight throughout the planning process.? the client is to whom you owe the duties of confidentiality and due diligence.? (WIS. SUP. CT R. 20:1.3-1.4)? This is the person with whom you should be entering into the representation agreement/engagement agreement/fee agreement. (WIS. SUP. CT R. 20:1.5)

Determining the identity of your client is relatively straightforward when handling a criminal matter, or a personal injury lawsuit, or even a single person estate plan.? However, this can be substantially more complicated when working with owners of farms and ranches.? these are often family businesses with a lot of people who have a lot of interests.? The person whose interests you are representing may not be the same person who has expressed a willingness to pay for your services or the same person who has offered to be a key contact person for phone calls and emails.? Failing to recognize that the decisions of one family member cannot be taken for granted as the decisions of the client could mean violating rules that pertain to conflicts of interes. (WIS. SUP. CT R. 20:1.7-1.8? Violating conflict of interest urles can then lead to formal reprimands, the forfeiture of fees, and/or removal from the representation of either or both clients. For a recent example of this in Wisconsin, see In re the estate of Rebecca Derzon v. Johnson. 2011AP377)

It is beneficial to include other family members in the planning process in addition to the client.? Succession planning requires key individuals who are part of that plan understand the plan, and also requires an attorney understanding of how much heirs are capable and willing to contribute in terms of financial contributions and effort.? heirs may be able to identify the gradual decline of mom and/or dad?s physical and mental capabilities.? On the other hand, mom and day may know best which children are the most financially competent.? Furthermore, other individuals who are not directly part of the plan but have valuable information to contribute, such as accountants and financial planners, are alsouseful people to have at the table.? Inclduing everyone in the conversation may save a substantial amount of time in terms of making sure information is adequately disseminated to all key players in an accurate manner.? This may include keeping that initial referral source in discussions if he or she was the initial troubleshooter.

To make sure the interests of the client are kept at the forefront throughout the planning process, conflict waivers should be utilized and explained to make sure everyone knows who the clients are and what that means for everyone else before any planning takes place (see WIS. SUP. CT R. 20:1.7). If the client grants someone else permission to communicate or receive information on their behalf, channels of communication directly with the clients should still be maintained to ensure that the clients? interests are not lost when others are included in the process (see WIS. SUP. CT R. 20:1.4).? This may mean one meeting with everyone and another meeting just with the clients.? This means figuring out a way to separate a dominant client from a more passive client to make sure both of them are represented fully.? Different attorneys will have different strategies for addressing this issue, but no matter the method, the objective should be the same.

The goal setting part of the estate planning process requires attorneys to utilize the ?counselor? part of the profession.? Farmers and ranchers are generally emotionally invested in the business, rather than looking at their businesses from a detached investment perspective.? An attorney must be able to listen to clients and others and pick up subtle cues regarding family dynamics, as well as the willingness and ability to proceed with a particular course of action.? This means knowing when to ask the hard follow-up questions, or knowing when to question an unenthusiastic response.

Substantive Considerations

Attorneys provide value in terms of understanding the variety of legal techniques and the considerations that are required before proceeding with those techniques.? Clients have often fixated on one or two key concerns that have brought them to your office.? the legal techniques of which they have knowledge depends o n their sophistication with legal matters, but often is based on what their relatives/friends/neighbors have experienced.? Aside from identifying the client and opening those channels of communication with the client, goal setting requires making sure that you have touched ont he possible areas of concern before suggesting a particular course of action with the client.

The following are possible concerns that should be considered regardless of whether the client articulates them as goals:

Providing for owners during their lifetimes.? Consider retirement plans, the cost of long-term care, planning for a surviving spouse, and maintaining a particular standard of living.
Providing for heirs.? Is the point simply to make sure that all the heirs ?get something,? or is there a particular plan of distribution that would make the most sense?? Should all the heirs be included in this process?
Keeping the business in the family.? If the farm/ranch should continue to be run by family members, which family members, and how are they going to make that work financially and interpersonally?
Minimizing financial costs. Minimize taxes on income, gifts and the estate; measure attorney fees versus probate administration fees, protect against creditors.
Ease of administration.? Can key players properly administer a corporate entity and execute installment sales, or will a more straightforward (if slightly less optimal) plan be more likely to be administered effectively?

Some preparation can be done ahead of this meeting through making sure the initial contact with the client is productive.? Providing the client with introductory materials to better understand what planning invovles amay help them be better prepared and have less apprehension going into the initial meeting.? Likewise, asking for information from potential clients ahead of time, such as information on their family, their business and their finances can help you know in general what items will likely need to be discussed at that meeting.? Asking for them to spell out their specific concerns can provide an understanding of what they are expecting out of the initial meeting and the planning proess as a whole.

Ghana deports 38 Chinese arrested for gold mining

BEIJING -- China says 38 of its citizens have been arrested and deported after being caught allegedly mining gold illegally in the west African country of Ghana.

A statement seen Sunday on the website of the Chinese Embassy in Ghana says 40 Chinese citizens were recently detained in Obuasi district in southern Ghana.

It says investigations by security authorities in Ghana found one person not guilty, while another was released on bail. It says the remaining 38 Chinese were deported because they had no residence or work permit or license to mine. It was unclear whether they had been prosecuted.

The embassy says the 38 were already back in China on Thursday.

Exclusive: Legg Mason hires Korn/Ferry to run CEO search - sources

BOSTON (Reuters) - Asset manager Legg Mason Inc has selected recruiting firm Korn/Ferry International to run its search for a new chief executive, according to two people briefed on the matter, a personnel decision that will also set the company's future strategic direction.

Baltimore-based Legg Mason announced on September 11 that current CEO Mark Fetting would step down October 1. Legg Mason's board has come under increasing pressure this year to improve results and boost its lagging stock price.

Since he was named CEO in 2008, Fetting had steered the company through the aftermath of the financial crisis. But Legg Mason shares remain mired at about one-quarter of the $100 level they hit before the crisis, while shares of major competitors have fully recovered. The firm remains dogged by customer outflows and questions about whether to continue as a collection of semi-autonomous investment units like its big Western Asset Management bond division.

The firm's board includes activist investor Nelson Peltz, who owns 10 percent of Legg Mason shares. Peltz is known for pursuing breakups at other companies.

Board members, also including lead independent director W. Allen Reed, have declined interview requests. Legg Mason spokeswoman Mary Athridge declined to comment.

One option for a new CEO would be to sell Western or other operating units, analysts said. But a breakup might not pay off in the asset management business, where bigger is usually better, they said.

Or, a new CEO could keep the company's various money managers but renegotiate their revenue sharing agreements and push for changes to improve investment performance.

Fetting will remain a consultant to the company until year-end, a sign that directors are still groping for a strategy, said Morningstar senior stock analyst Greggory Warren.

"The fact that he is sticking around to me suggests there is some sort of argument about the direction of the firm," Warren said.

One big-name outsider who has been mentioned as a possible successor is Ronald O'Hanley, now head of Fidelity Investments' asset-management division.

O'Hanley reported to Fidelity chairman and CEO Edward "Ned" Johnson III when he was hired in 2010. But under a change announced last month, he now reports to Ned Johnson's daughter, Abigail Johnson, the president of Fidelity Financial Services.

Other candidates to run Legg Mason might be Sallie Krawcheck, the onetime head of Bank of America's Global Wealth and Investment Management unit, or Peter Cieszko, an executive at Kansas City asset manager American Century Investments who previously worked at Legg Mason, said Neil Bathon, managing partner of FUSE Research Network, a Boston-area fund consulting company.

Representatives for O'Hanley, Krawcheck and Cieszko declined to comment.

Given Peltz's influence as a major Legg Mason shareholder and board member, his support will be essential in recruiting a top candidate, Bathon said.

"Anyone who really wants this to be their legacy, they would have a hard time working out an arrangement unless they could get some assurances from Peltz," Bathon said.

MILAN (AP) -Roma has been awarded a 3-0 victory in its game at Cagliari, which was postponed on Sunday for safety reasons after the Sardinian club defied orders to play the Serie A match in an empty stadium.

The Italian league announced its decision to punish Cagliari on Monday, saying that the club's actions were "a blatant violation" of its rules and "the direct and only reason" the game was called off.

Cagliari could face further sanctions as the matter as has also been referred to the Italian Football Federation.

Cagliari President Massimo Cellino had urged fans to ignore the authorities, posting a statement on the club website calling for fans to attend peacefully, regardless of the ruling.

The relationship between man and dog dates back before recorded history. And now there?s a medical relationship to consider.

We share a lot in common. We?re both pack animals, we both hunt, love to play and, unfortunately, we both suffer the same types of cancer.

?Dogs get breast cancer, brain cancer, lymphoma and melanoma. So, 2 million dogs, our foundation, our charter mission is, why?? Pondering that question is founder of 2 million dogs Luke Robinson.

The relatively new study of canine cancer as it relates to humans is called comparative oncology. ?To try to discover that common link in cancer between pets and people,? says Robinson.

2 million dogs founder Luke Robinson says studying this mysterious connection will benefit both man and dog. ?I truly believe that dogs, our canine counter parts, hold the key to the mystery of cancer.?

Breast cancer survivor Wendy England says her dog Daisy, a Rottweiler and Sheppard mix, was aware of Wendy?s cancer before Wendy was diagnosed.

?On the side I had my tumor Daisy would flail and pull away. But on the side that I didn?t, nothing. And I consistently did that until I had my surgery.?

After surgery, Daisy showed no reaction whatsoever to Wendy and Wendy knew she was cancer free. Her doctor confirmed that at a later exam.

?I think they, (dogs), hold the key. And in all respects dogs, we know, can sense cancer in humans. It makes absolute sense,? said Robinson. Robinson hopes to someday unlock this medical mystery between dog, and his best friend, man.

?My Deadly Sin: Envy? | Second Blooming for Women

?How many?? I asked Mike. He repeated, ?I?m working on number thirteen.? That?s books he has written! He continued. ?I sell 100-150 books for $2.99 every day on Amazon. I only make 70 cents per book, but it adds up. Once you have a following, they look for your next book.?

I walked away, astonished. No wonder Mike hasn?t been coming to my writers? group?he?s too busy writing, publishing, and selling. Then the sin took root as I thought, ?He started writing after I did. I?ve only published one book in the same amount of time, and I had a co-author to do that.? I didn?t feel wrath, greed, sloth, pride, lust, or gluttony?but I sure had a bad case of the sixth deadly sin: ENVY.

The sin has stayed with me all week, so here I am, trying to get rid of it by writing. I hardly recognize myself because typically I?m an encourager, cheering people on with whatever they are trying to accomplish. I celebrate their successes with genuine joy. But now? Envy. A sense of losing the competition?and I didn?t even know there was a competition. Resentment isn?t an issue as I?m truly happy Mike has done so well. I just covet his productivity.

There?s a real downside to being envious. I instantly felt my self-esteem slip and my sense of accomplishment shrink. If this continues, it may rob me of the happiness and satisfaction I?ve experienced so far. Then there?s the scary picture Dante paints in Purgatory where the punishment for envious people is to have their eyes sewn shut with wire. Definitely not good for a writer!

?What to do? Continue to let envy poison me, or change something? One choice is to ?count my blessings? by looking at what I have accomplished. Yes, progress sometimes seems slow, but it is happening. Betsy and I have sold more than three thousand books, and been featured on several radio and television shows as well as teleseminars. The book has garnered national recognition, and just this summer, I won 3^rd place for Chapter 2 in the Writers-Editors Network International Writing Competition. Speaking opportunities are increasing, too. But best of all is when women tell me, ?Your book changed my life.? How much more can an author be rewarded than that?

I?ve read that ?greatness lies in following your own path.? Obviously, Mike?s and my paths and purposes diverge. He writes killer-thrillers to entertain while I focus on self-help. Comparisons are futile, and I must appreciate the value of my own chosen path.

His success can weigh on me or I can use it as an inspiration to do better, to motivate myself. For starters, I have an e-book nearly ready to be published. It gathers a dozen of my TTN columns in one place. All it needs are a few administrative pages and a cover, then conversion to e-book format, and, voila! a new publication for a broader market. What?s the holdup? Prioritizing and procrastinating. I need to be more like Mike by minimizing extraneous activities and focusing on finishing.

My attitude sorely needs an adjustment, also. When I start my negative self-talk, I?ll counter it with, ?The average book sells one hundred copies; you?re far past that,? and, ?You?re making a difference in women?s lives.? I?ll choose to smother envy by practicing its opposite?generosity?which has the wonderful effect of uplifting me, too. In my journal, I?ll take the advice I often give others to write down what I?m grateful for today, and what excites me about tomorrow. Gratitude will produce a more positive attitude.

Where?s my envy now? Gone! My eyes are not wired shut, and all I have to say is, ?Go, Mike!?

(P.S. You?re not going to believe this?I sure didn?t? but the first time I typed the word ?envy,? the print turned RED and I could not make it go away. I had to start all over!)

Hi All!!

I recently installed Windows 8 on my computer. I installed it by shrinking my D: drive and creating a new partition. Then, as I was installing Windows 8 I indicated that I wanted to do a separate install on this new partition. Everything went well and now when I boot my computer the first thing I see after the bios screen is a menu to select either Windows 7 or Windows 8.

My question is... how do I get rid of the Windows 8 install? Can I just boot into Windows 7 and delete the Windows 8 partition? Is there anything I need to do manually to remove Windows 8 from the boot menu?
