Warm weather paves path for tornadoes in Southeast

So far there have been reported twisters and some damage as temperatures soar to springtime levels. But behind that front is another shot of frigid cold, and the threat of tornadoes. Weather Channel Meteorologist Mike Seidel reports.

By Isolde Raftery, Staff Writer, NBC News

It's an unusual time of year for tornado warnings, but given the warm temperatures in the southeastern U.S., forecasters are warning residents to beware of strong wind gusts overnight and into Wednesday.?

The National Weather Service says the following areas are most at risk: Much of Arkansas, southern Illinois, extreme southwestern Indiana, western Kentucky, northern Louisiana, parts of southern Missouri, parts of northern Mississippi, extreme southeastern Oklahoma, western Tennessee, extreme northeastern Texas.?

Read more from weather.com

Additionally, The Weather Channel?gave a 50 percent chance of seeing a tornado in Alabama.

Temperatures are about 22 to 26 degrees above average, according to weather.com, and damaging wind gusts of 70 to 80 mph are predicted south from Biloxi, Miss. east to the Virginia. On the periphery of those wind gusts, isolated, spin-up tornadoes may form. ?

The Weather Channel warns that the combination of strong winds -- in some areas up to 150 mph --?could result in straight-line wind damage and prime conditions for tornadoes to form.?

The weather service said the threat for severe thunderstorms will increase through Tuesday night in advance of a strong cold front moving across the central U.S.?

State and local emergency managers are on watch, the weather service said.

Timbuktu manuscripts mostly safe, university says

JOHANNESBURG (AP) ? A limited number of manuscripts in Timbuktu in Mali were damaged or stolen by Islamist extremists last week before they fled the fabled desert city, a South African university said Wednesday.

People in the north Malian city who have knowledge of the documents reported that there was no malicious destruction of any library or collection, said the University of Cape Town, which helped fund a state-of-the-art library to house manuscripts.

"The custodians of the libraries worked quietly throughout the rebel occupation of Timbuktu to ensure the safety of their materials," said the university. Islamist rebels have been in control of Timbuktu for nearly 10 months.

The university said that a report from Britain's Sky News that 25,000 manuscripts had been burned was false. Other news reports quoted the city mayor, who wasn't in the city, saying manuscripts had been destroyed, the university said.

With its Islamic treasures and centuries-old mud-walled buildings including an iconic mosque, Timbuktu is a U.N.-designated World Heritage Site.

Most of the manuscripts, which are as many as 900 years old, were gathered between the 1980s and 2000 from all over Mali for the Ahmad Baba Institute for Higher Learning and Islamic Research, which moved into its new home in 2009.

Media reports said that the Ahmad Baba Institute had been ransacked by the militants. But the university said a senior researcher at the institute, Mohamed Diagayete, said the majority of the manuscripts were stored in an older building elsewhere in the city.

The manuscripts cover subjects from science, astrology and medicine to history, theology, grammar and geography. They date back to the late 12th century, the start of a 300-year golden age for Timbuktu as a spiritual and intellectual capital for the propagation of Islam.

Islamist extremists decimated tourism in 2011 when three Europeans were taken hostage from a Timbuktu restaurant in November that year. In April 2012, Tuareg nationalist rebels seized control of Timbuktu from government troops. A day later Islamist insurgents moved into the city. They banned music, insisted women cover themselves and began carrying out public executions.

On Tuesday, Timbuktu was in control of French and Malian troops, including some 250 French paratroopers dropped from the sky. The extremists melted into the desert without firing a shot. Townspeople were jubilant at the city's liberation from intolerant Islamist extremists.

"The protection of the cultural and intellectual heritage of this region needs to be enhanced and promoted," the university said. "The abandonment of the security of Timbuktu nine months ago, the flight of archivists and researchers, and the closure of libraries should not be repeated."

More research into chronic diseases urgently needed in all countries

Jan. 29, 2013 ? When considering chronic (non-communicable) diseases, such as cardiovascular disease and diabetes, in low-and-middle countries, a major shift in approach from declaring what needs to be done to using research to prioritise, evaluate, monitor and improve health outcomes is urgently needed, according to international experts from London School of Hygiene & Tropical Medicine writing in this week's PLOS Medicine.

The authors, led by Shah Ebrahim, also from the South Asian Network for Chronic Disease in India, make a strong case for conducting research in the prevention and treatment of non-communicable diseases in all countries (high-income and low- and middle-income) for mutual benefit. Currently, research into non-communicable diseases in low- and middle-income countries is limited, and despite repeated calls for action, the burden from these diseases is increasing unchecked.

The authors say: "Global and local research, particularly if it can be conducted in parallel in high-income countries and middle- and low-income countries, can provide powerful arguments for the need to act globally."

Non-communicable disease research in high-income countries and low- and middle-income countries has other mutual advantages, such as discovering new causes of non-communicable diseases, replicating and extending findings, and exploring links between infectious diseases and non-communicable diseases.

Also, different non-communicable diseases are at varying stages of needing research, policy development, and action. These stages range from not knowing the population burden of many non-communicable diseases to knowing all that is necessary to take action.

The authors argue for changes in the global and national funding agendas to strengthen the research and health system capacity for non-communicable diseases, which should reduce deaths and disability.

The authors say: "The time has now come for all health-related research and development funders -- global, regional, and national -- to acknowledge the existence of non-communicable diseases and rise to the challenges they present."

China says concerned by Japan's move to boost military

BEIJING (Reuters) - China expressed concern on Monday after Japan unveiled plans to boost the number of its military personnel, as a bitter territorial dispute between the two countries drags on.

Japan's Defence Minister Itsunori Onodera said on Sunday the government would increase the number of personnel, now standing at about 225,000, by 287 in the next fiscal year starting in April, the biggest rise in two decades. The figure represents an expansion of about 0.1 percent.

Chinese Foreign Ministry spokesman Hong Lei said Japan should pay greater attention to regional concerns, alluding to Japan's at times brutal behavior during World War Two which China considers Japan has not done enough to atone for.

"Due to historical reasons, Japan's neighboring countries pay great attention to its military developments," Hong told a daily news briefing.

"We hope that Japan pursues a path of peaceful development, respects the concerns of countries in the region, take history as a mirror and does more to benefit regional peace and stability," he added.

China and Japan are engaged in an increasingly hostile dispute over a group of uninhabited islands in the East China Sea.

Both sides sought to cool tension last week, with Chinese Communist Party chief Xi Jinping telling an envoy from Japanese Prime Minister Shinzo Abe that he was committed to developing bilateral ties.

China's own military advances have rattled the region, including developing stealth fighters and launching the country's first aircraft carrier.

On Sunday, the government said it had again tested emerging military technology aimed at destroying missiles in mid-air.

(AP) ? President Barack Obama said he'll sign a $50.5 billion emergency relief measure for Superstorm Sandy victims as soon as it lands on his desk.

Three months after Sandy ravaged coastal areas in much of the Northeast, Obama chided lawmakers for taking their time to approve the funding even as he commended them for providing the long-awaited aid.

"So while I had hoped Congress would provide this aid sooner, I applaud the lawmakers from both parties who helped shepherd this important package though," Obama said in a statement late Monday.

Despite opposition from conservatives concerned about adding billions of dollars to the nation's debt, the Senate cleared the bill, 62-36, after House Republicans had stripped it earlier this month of spending unrelated to disasters.

"This is a huge relief," said Sen. Charles Schumer, D-N.Y.

Northeast lawmakers said the money is urgently needed to start rebuilding homes, businesses, public transportation facilities and other infrastructure damaged by the Oct. 29 storm, one of the worst to strike the Northeast. Sandy is blamed for more than 130 deaths in the U.S. and tens of billions of dollars in property damages, particularly in New York and New Jersey.

The measure is aimed primarily at helping residents and businesses as well as state and local governments rebuild from the storm. The biggest chunk of money is $16 billion for Housing and Urban Development Department community block grants. Of that, about $12.1 billion will be shared among Sandy victims as well as those from other federally declared disasters in 2011-13. The remaining $3.9 billion is solely for Sandy-related projects.

More than $11 billion will go to the Federal Emergency Management Agency's disaster relief aid fund for Sandy and other disasters. Another $10 billion is devoted to repairing New York and New Jersey transit systems.

Earlier in January, Congress approved and Obama signed a $9.7 billion bill to replenish the National Flood Insurance Program, which has received well over 100,000 claims related to Sandy. Added to the new, $50.5 billion package, the total is roughly in line with the $60.4 billion Obama requested in December.

The aid package was greased for passage before the last Congress adjourned and the new one came in on Jan. 3. But Speaker John Boehner refused to bring it to the floor after two-thirds of House Republicans voted against a "fiscal cliff" deficit-reduction deal raising taxes on couples making more than $450,000 a year while deferring some $24 billion in spending cuts in defense and domestic programs.

The ruckus after the Senate had passed an earlier $60.4 billion Sandy relief package by a nearly 2-to-1 margin on Dec. 28 exposed deep political divisions within Republican ranks. "There's only one group to blame for the continued suffering of these innocent victims: the House majority and their speaker, John Boehner," Republican New Jersey Gov. Chris Christie fumed at the time.

Top House Republicans responded by bringing new Sandy aid legislation to the floor under ground rules designed to win over as many Republicans as possible while retaining support from Democrats eager to approve as much in disaster aid as possible.

GOP leaders cut spending in the Senate bill unrelated to disasters. One was to transfer $1 billion from training programs for Iraqi policemen to bolstering security at U.S. diplomatic missions. The shift in money followed a Sept. 11 terrorist attack on the American consulate in Benghazi, Libya.

Also deleted was $188 million for an Amtrak expansion project that included new, long-planned tunnels from New Jersey to Penn Station in Manhattan.

As with past natural disasters, the Sandy aid bill is not offset with spending cuts, meaning the aid adds to the deficit. The lone exception is an offset provision requiring that $3.4 billion for Army Corps of Engineers projects to protect against future storms be covered by an equal amount of unspecified spending cuts in other programs before next October.

The Senate on Monday rejected, 35-62, an attempt by conservatives to amend the final package with an offset provision to cut federal programs across the board by one-half of 1 percent through 2021.

Family Party: 30 Great Games Obstacle Arcade Review - Nintendo Life

Obstacle to fun, maybe

If you were to poll gamers at large and ask them what they felt were the worst things about the Wii, chances are you'd hear "waggle" and "bad minigame collections" pretty frequently. In fact they often went hand in hand, and Family Party: 30 Great Games Obstacle Arcade is trying its hardest to make sure both of things carry over into the Wii U generation. We can only hope that they don't.

Family Party: 30 Great Games Obstacle Arcade ? it just rolls off the tongue, doesn't it? ? is, as you might guess, a collection of short games that you can play with up to three friends. You might also guess that the games would revolve around an "obstacle" theme, but you'd be wrong; many of them are standard rounds of target practice, hide and seek, or, erm, picking the balloon with the number two on it after the game tells you to pick the balloon with the number two on it. That last one's not much of a game really, but there you go.

The collection is given a sort of theme park approach, with the games broken up into smaller, unlockable areas. Again, you'd expect the space area to contain space-themed games and the Western area to host games with a cowboy flair but by and large everything is just thrown at the wall with no regard for where it lands, and there's no telling what you'll encounter where. Fortunately, we guess, whatever you encounter will be reliably awful, so there's that to look forward to.

The games are hosted by a dead-eyed teddy bear with a stare so cold and creepy that we were constantly on edge for that inevitable moment when he'd pull out a knife. Half of his face is frozen in a bizarre semblance of what we can only assume is the developer's attempt at "'tude", while the other half just passively smiles. This, combined with the fact that his lips don't move when he talks, makes it seem like we've walked in on the bear in the middle of a massive coronary that's doomed to go untreated.

The entire package feels like a holdover from the previous generation; none of the graphics come anywhere near the capabilities of Nintendo's newest console, and the Wii U GamePad barely factors in at all, with each of the games requiring instead a Wii Remote and, often, Nunchuk. This means Family Party: 30 Great Games Obstacle Arcade plays identically to every other poorly-responsive, uninteresting, lazily slapped together mini-game collection you've been doing your best to avoid since 2006.

Every game supports four players; if there are fewer human players than that, the CPU will fill the void. Human players can enter any name for themselves that they like, but oddly the game also requires you to choose a separate name for the bear to call you by. This is because the developers only gave the bear a limited bank of audio files from which to draw, so you may tell the game that your name is William, but then you'll have to choose whether it calls you Chano or Shamus or Julio instead. It's bizarre to say the least.

In each game you'll compete against the other three for points. This nearly always involves waggling as quickly as possible, but sometimes it can rely on maneuvering crosshairs around the screen instead. No game is any more complicated than that, and it often feels as though the developer went out of its way to assign the most frustrating control schemes possible. Some games, for instance, are races that see you hopping from platform to platform. Despite the fact that each player has a perfectly good D-Pad and A button to use, Family Party: 30 Great Games Obstacle Arcade requires you to thrust the Wii Remote in the direction you wish to jump. Not that it cares where you actually thrust; it's a crapshoot whether or not the game will ever recognise your input. It's a needless and mandatory use of the least reliable control scheme possible, which is pretty much par for the course here.

The Wii U GamePad only comes into play during the bonus rounds. The rest of the time it features the glass-eyed bear glowing creepily at you and loudly narrating minor gameplay developments without moving his mouth. During the bonus rounds the winner of the previous game spins a roulette wheel, which determines what the bonus game will be. Here the GamePad is used differently than the Wii Remotes, but it's certainly no more fun, and it really does feel like a tacked on addition to what's essentially a low budget Wii cash-in.

The sound effects are beyond terrible, as the four players on-screen avatars laugh and hoot and holler over each other throughout every event, turning everything into a clamorous, cluttered aural monstrosity. The bear barks meaningless platitudes about every minor thing that happens ? from a player grabbing a coin to a player not grabbing a coin ? and while you're not likely to come away from this game feeling fulfilled you're more or less guaranteed a headache.

We'd like to close on a positive note of some kind, but we genuinely can't. This is an absolutely terrible game, and you don't want it. Trust us.

As clunky and poorly considered as its title, Family Party: 30 Great Games Obstacle Arcade is awful. Relying entirely on the shallow and repetitive waggle that should have died along with Wii, there's absolutely no reason to recommend this obnoxious, screaming, clattering monstrosity at all. It's mindless entertainment at its worst, but, on the bright side, it might be the perfect way to cure your childrens' burgeoning video game addiction.

What Is Your Reputation in Your Marriage? | Black and Married With ...

At work, among friends, at church and in almost every relationship we contribute to there is a certain reputation we carry based on our behaviors. We may be considered the hard worker, the funny one, or the giver depending on who we ask. Because we have so many titles and play so many roles we can actually show up differently to those in our life circles.

Jobs, friends, and our faith connections are all important and the opinions of the individuals in these groups matters to us. For that reason, we put forth a great deal of effort to please them. We work harder, sacrifice in certain areas, and go above and beyond when necessary with the goal being not to disappoint those who are counting on us.

While it is awesome to be so considerate to the various people in our lives, we sometimes fail to extend the same courtesy to the most important person in our life, our spouse. We work so hard at building positive reputations with everyone else and the one we have with our mates is sometimes left a little shaky.

If I were to ask what your reputation is in your marriage, how would you answer? More importantly, how would your spouse answer? If they were given the task of describing you as a spouse what words and adjectives would be used?

If you?re not too confident about the answer to the questions above, don?t worry. There is always an opportunity to rebuild any reputation we aren?t very proud of. Here?s how:

Step 1: Think about the other relationships in your life and ask what makes you value those reputations so much. At work, we care because we hope to be noticed and have advancement opportunities ?presented to us. In our marriage we should also consider the affects our current actions have on the future of the relationship. With every action, there is a result. We must take more time and count the cost of our behavior. Being able to take a step back and use a different approach, one that helps the marriage, is always effective.

Step 2: Think about who you want to be in your marriage. Do we desire to be more loving, giving, and supportive? If yes, everything we do should complement that thinking. With our friendships, we often prove we can be trusted and there in times of need. The relationship with our spouse shouldn?t be any different. The person you want to be should be revealed and it shouldn?t depend on what your spouse does or doesn?t do. As the writer Don Miguel Ruiz points out in The Mastery of Love, ?you are only responsible for your half of the relationship?.

Step 3: Just do it! How we show up in our marriage is always up to us. Decide the type of spouse you really want to be and bring him/her to life more frequently. In our spiritual connections we make sacrifices and we quickly put the needs of others above our own. Our spouses deserve the same treatment. Sacrifice is the?ultimate ingredient for a healthy marriage.

A reputation is the one thing we can control and is also what most people use as they develop expectations of us. The goal is building a reputation we can be proud of, especially in our marriage.

BMWK ? What is your reputation in your marriage?
